Typically, these have two parts... a more fitted lining and a longer, gathered overdress. The hem of the overdress is gathered to fit the circumference of the lining, which is what produces the bubble.

To see how this would work, select two skirts from your wardrobe: a straight skirt and a gathered one -- the gathered one is preferably longer than the straight skirt. Pin the hem of the gathered skirt to the hem of
the straight skirt (or higher up on the skirt if needed) and put both skirts on. Depending on the fabric chosen for the dress, you'll probably want to interface the outer fabric at the hem area, making sure the interfacing crosses the hem "fold" to support the fabric.

Filipino is Oscars Designer Challenge finalist
