What is easiest way to get elements of a designer wedding dress custom-made in size 0?

My cousin from France has this idea to have some elements of a designer wedding dress incorporated into a cheaper alternative. She likes the dress that Sassi Holford designed for a recent Royal Wedding but don't have $4,000. Go to a good, reputable seamstress with the picture of that dress and have them "copy" it. A seamstress can re-create the dress to your cousin's specifications for a fraction of the cost and your cousin can even add elements of her own to it.
